Cooperation with stakeholders
Employment Fund cooperates extensively
withabroadrangeofdifferentparties.Inthe
management of our statutory tasks, we work
closely with ministries, especially the Min-
istryofSocialAffairsandHealth,Ministryof
Economic Affairs and Employment, Ministry
of Education and Culture and the Ministry of
Finance.
We are part of Finland’s statutory social
insurancescheme.Inthesematters,we
cooperate with unemployment funds, Social
Insurance Institution of Finland, Finnish
Centre for Pensions, Finnish Workers’ Com-
pensation Center and pension insurance
companies.Ourroleasaguarantorofliquidi-
ty requires smooth and effective cooperation
withbanksandfinancialinstitutions.Labour
market central organisations participate in
the administration of Employment Fund and
wecooperatewiththeseorganisations.
In our role as the payer of adult education
allowances, we cooperate closely with
education institutions, and we also collab-
orate with the Service Centre for Contin-
uousLearningandEmployment(SECLE).
Last year, we took part in SECLE’s letter
campaign, which was directed at individuals
withonlybasiceducation.
Asthepartyresponsibleforfinancingthe
transition security scheme, we arranged a
transition security event for unemployment
funds in January, and in April, we provid-
ed information on transition security in an
event organised for entrepreneurs by the
Federation of Finnish Enterprises and the
Employment and Economic Development
Office.
We use a regular newsletter to communicate
with Members of Parliament and employers
paying unemployment insurance contribu-
tions.Overthepastfewyears,wehaveor-
ganised webinars for education institutions
and customers applying for adult education
allowance.Bymakingcustomeradvicemore
effective, webinars supplement other availa-
bleserviceschannels.
In spring 2023, we conducted a customer
surveytofindoutwhatpromptsrecipientsof
adulteducationallowancetotakeupstudies.
Nearly 5,000 persons took part in the survey,
whichwasthefirstofitskind.Wepublished
thesurveyfindingsontheperceivedimpact
of the adult education allowance in a semi-
narinHelsinkiinJune.Intheseminar,we
heard the views of adult education allowance
recipients and met with experts to deter-
mine what the results mean for individuals
andsocietyatlarge.Aftertheannouncement
that the adult education allowance scheme
would be abolished, it became essential to
findoutmoreaboutthematter,andthenum-
ber of information requests coming from
the media and stakeholder representatives
increasedsubstantially.Wealsoproduced
information on the use of adult education al-
lowanceforsocialmediaandpublicdebate.
Our goal is to act as an interesting source
of information for the media in matters
concerning employees’ social security, un-
employment insurance contributions and
competencedevelopment.Weprovideand
deliver information to the media and oth-
er stakeholders and publish regular press
releases.InAugust,weheldamediaeventon
unemployment insurance contribution rates,
financingofunemploymentinsurance,and
theadulteducationallowancescheme.
